This is outlined in the rules but I put it here for easier access.
All Stats will max at 9 except tgh which will max at 12 (mod inc)
At 115 points there will be no more free training. You may only train .5 for a win
TRAINING
TRAINING
Training will be due every Monday. Due dates will be listed on the board calender.
You may only train 1 point in any particular stat per week. This will allow you to improve but also give up and comers a fighting chance.
Each week you'll be given .5 for free and .5 for a win. After you reach 115 points you will only recieve .5 for a win and no free training.

Got a question. The fight plan layout says we have a lower percentage to distribute but the strats you gave me shows it goes back to the default? Do we get the 100% there or is it still 79?

It should be like it is in the application.
GENERAL STRATEGIES: (Divide 79 percent up between the following areas) KICKING - 5 PUNCHING - 5 GRAPPLING - 5 RESTING - 5 DIRTY FIGHTING - 1
PUNCHING STRATEGY: (Divide 90 percent up between the following areas) LONG RANGE PUNCHES - 5 PUNCHES FROM THE CLINCH - 5
KICKING STRATEGY: (Divide 85 percent up between the following areas LOW KICKS - 5 HIGH KICKS - 5 KNEES FROM CLINCH - 5
GRAPPLING STRATEGY: (Divide 90 percent up between the following areas) TAKEDOWNS FROM CLINCH - 5 SHOOT TAKEDOWNS - 5
GROUND FIGHTING STRATEGY: (You have 50% to add between the following 3 strategies) POSITIONING :: 30 STRIKING :: 10 SUBMISSIONS :: 10

Ok the default is like this:
GENERAL STRATEGIES: (Divide 79 percent up between the following areas) KICKING - 5 PUNCHING - 5 GRAPPLING - 5 RESTING - 5 DIRTY FIGHTING - 1
These are the lowest you can set each stat. Then you have an additional 79 points to add wherever you want. Add all of them together you have 100

It says that training is due every other monday, but that we are given 0.5 per week (free), and we trained last week, so is training due this monday and I have 1 point free to spend each block (plus whatever I win) or is training on a weekly as opposed to bi-weekly basis, or do we just get 0.5 free per block?
I'm a lil unclear on the wording here.

Ok a week is Monday to Monday. Every one gets .5 of free training each week. If you won your fight you get an additional .5 for the next time you train. It's supposed to be every Monday not every other. Thats a mistake in the verbage. My bad.
